Reply to Zhou Enlai’s Telegram[1]

(October 21, 1942)

If the other side proposes Zhou as a member of the presidium,[2] we may agree; there is no need to substitute Mao for Zhou, since Mao cannot attend regularly.

[1] This is the main content of a telegram drafted by Mao Zedong on behalf of the Secretariat of the Central Committee of the Communist Party of China in reply to Zhou Enlai.

[2] This refers to the possibility that the Kuomintang side might propose Zhou Enlai as a member of the presidium of the National Political Council.
