Have you received the Central Committee’s telegram of the 3rd? That telegram proposes moving the headquarters to northwestern Shanxi, changing the Northern Bureau organ into the Taihang Sub-Bureau, with Xiaoping as secretary, and placing the various sub-bureaus in North China under the direct guidance of the Central Committee. What is your opinion? Awaiting your reply. On the 16th, Peng Dehuai telegraphed Mao Zedong in reply, advocating that the Eighth Route Army headquarters remain stationed in southeastern Shanxi.
