Since passage along the route is not guaranteed and Shandong lacks a person to exercise overall coordination, it is inadvisable for you to proceed westward or return south. It would seem more appropriate for you to be stationed permanently with the 115th Division in your capacity as the plenipotentiary representative of the Central Committee, directing the overall Party, government, and military affairs of Shandong and Central China. If you agree, the Central Committee will issue a formal notification. Awaiting your reply.
