Speech at the Meeting of the Political Bureau of the Central Committee of the Communist Party of China[1]

Newspapers must centre on the affairs of their own country—this precisely manifests a kind of Party spirit. At present, *Liberation Daily* has not yet fully manifested our Party spirit. The main manifestation is that the greatest portion of the newspaper’s space is devoted to reprinting news from domestic and foreign bourgeois news agencies, spreading their influence, while the dissemination of our Party’s policies and mass activities is extremely scant or placed in unimportant positions. *Liberation Daily* should focus its main attention on China’s War of Resistance, our Party’s activities, and the construction of the base areas; it must reflect the activities of the masses and enrich news from the lower levels. In the past, *Red China* centred on construction in the Soviet areas, while *Xinhua Daily* was subject to restrictions. I propose fundamentally changing the current operational policy of *Liberation Daily*, making it a Party newspaper that implements our Party’s policies and reflects mass activities.

The past education of in-service cadres had the following four shortcomings, which should be corrected. First, it did not emphasize the study of one’s own professional work; henceforth, professional education should be the centre. Second, political education was neglected; henceforth, attention should be paid to education on current events and policies, and for lower-level cadres, special emphasis should be placed on education concerning local political conditions and concrete policies. Third, for old cadres of worker and peasant origin with low cultural levels, cultural education was not made the main focus; henceforth, cultural education should be stressed. Fourth, theoretical study was conducted without organization or purpose; henceforth, practical revolutionary theory should be studied, genuinely achieving the integration of theory with practice.
