Reply to Peng Dehuai’s Telegram[1]

(February 3, 1942)

The financial and economic problems of the Shaanxi-Gansu-Ningxia Border Region can be resolved this year, and a foundation was laid last year. This year, the labor of the people, the troops, and the government offices and schools has been organized in a more planned manner, and the production movement may develop upward. Under conditions free from natural disasters, no external aid will be needed. The cloth, matches, and other items that the Eighth Route Army front plans to send in support of the Border Region need not be delivered. The banks are in better condition than last year, and the border currency has stabilized, with 2.2 yuan to 1 yuan of legal tender. The legal tender cannot be prohibited here.
