To Mr. Situ Meitang, Supervisor of the All-America Hongmen General Cadre, Mr. Ruan Benwan, and Minister Lü Chaoran, the three esteemed gentlemen, for your distinguished consideration and for transmission to all overseas Chinese compatriots in the Americas for their public consideration:

Having received and read your telegram of January 8th, your concern for the motherland and call for unity are boundlessly admired. China today absolutely cannot simultaneously conduct two wars, one external and one internal. The anti-communist plan of the Kuomintang authorities must be completely cancelled, and the pro-Japanese faction must be expelled, to unite all strength to struggle against the Japanese invaders; only then can victory in the War of Resistance be hoped for. However, since Jiang Jieshi issued the order to annihilate the New Fourth Army in southern Anhui and on January 17th published the counter-revolutionary order declaring the New Fourth Army to be in rebellion, cancelling its army designation, and delivering its army commander Ye Ting to be tried by a tribunal, the Kuomintang-Communist cooperation has already encountered a grave crisis. The rampancy of the pro-Japanese and anti-communist factions within the Kuomintang has already directly inflicted enormous damage upon the entire people's War of Resistance. At this critical moment when the nation's survival hangs by a thread, if the elements of the pro-Japanese faction are not expelled, if the elements of the anti-communist faction do not abandon their plan for two wars, if the one-party dictatorship is not cancelled, if democratic politics are not implemented, if the Three Principles of the People are not fulfilled, if the Premier's testament is not obeyed, the future of the Chinese nation will surely be buried at the hands of this clique. The Communist Party of China has always put the national interest first, and its policy of insisting on the Anti-Japanese National United Front has not changed in the slightest. However, regarding the monstrous crimes of the pro-Japanese and anti-communist factions in harming the War of Resistance, we cannot but seek a way to impose sanctions. We have already submitted to the government authorities eleven articles each for measures to deal with the aftermath of the current situation and for provisional measures. We still hope that you, gentlemen, will unanimously advocate for their swift implementation. It would be a great fortune for unity, a great fortune for the War of Resistance.
