Comrade Xie's letter of the 8th and the attached report from Ansai are both forwarded herewith for your perusal. As for the Ansai report, the situation described is very bad—is this true? Have you conducted any investigations of this kind? Is it possible that what you have obtained is biased only toward the favorable side, while the actual state of affairs is basically bad, that is to say, transporting salt is impracticable? Also, regarding such items mentioned in the report as "migrating to friendly areas," "the harvest has already failed," and "no one to weed the fields," are these true? Please inform me of all this.
