Telegram to Zhou Enlai[1]

The Soviet war situation shows signs of gradually stabilizing. Japan appears not to be attacking the Soviet Union but rather tying down Britain and the United States. Both Britain and the United States sympathize with the Soviet Union, and there is a possibility of improvement in Kuomintang-Communist relations. Regardless of whether a country is imperialist or not, all who oppose fascism are good, and all who aid fascism are bad; using this to draw the dividing line will not be wrong. At present, the leadership in opposing fascism has already been grasped by the Soviet Union. As long as the Soviet war situation stabilizes, the anti-fascist forces of the whole world will all revolve around the Soviet Union; this is a very favorable situation. Toward Britain and the United States, the main task is to draw them in; criticism can be reduced.
