Telegram to Peng Dehuai, Zuo Quan, and Luo Ruiqing[1]

Under the present circumstances where the various branch schools of the General School of the Anti-Japanese Military and Political University are extremely dispersed and far-flung, it is very difficult for the General School to exercise leadership. In fact, the branch schools can still carry out educational work under the direct leadership of the regional corps, with the Fourth Bureau of the Military Commission responsible for educational policy and teaching materials. Therefore, we are of the opinion that the General School should be abolished and converted into a branch school.
