Telegram to Peng Dehuai and Zuo Quan[1]

The Eighth Route Army Headquarters should continuously report enemy situations and battle developments to Chiang Kai-shek and others, especially news of victories (including those across all of North China), so as to influence their resolve to resist Japan and strive for an improvement in relations between the Kuomintang and the Communist Party.
