He Yingqin is the hidden leader of the pro-Japanese faction and the principal culprit behind the dissolution of the New Fourth Army, for which the CPC Central Committee had previously requested that the Nationalist government bring him to justice. Before the Southern Anhui Incident, it was universally acknowledged that the New Fourth Army was a valiant and loyal force fighting against the Japanese invaders. Following this incident, its 100,000 soldiers continued to wage fierce battles against the enemy across both northern and southern China, a fact equally well known worldwide. The very occurrence of the Southern Anhui Incident stemmed from General Ye Ting and Deputy General Xiang Ying, who, acting under orders to relocate northward, passed through the Maolin area where the tragedy unfolded. Therefore, on January 13, the annihilation of the New Fourth Army’s Southern Anhui contingent, coupled with the Military Commission’s order issued on January 17 to disband the entire New Fourth Army, were nothing more than reactionary, counterrevolutionary acts that distorted right and wrong and undermined the interests of the War of Resistance. Such actions will forever be condemned by public opinion. A folk song from Southern Anhui succinctly captures the essence of the matter: “Military discipline, military discipline—used to eliminate dissent; orders, orders—only pleasing to the Japanese.” As the fifth year of the War of Resistance dawned, the nation’s military and civilian populations alike called for strengthened national unity, and Chairman Chiang Kai-shek himself proclaimed the need for “sincere solidarity.” Yet He Yingqin, driven by his traitorous nature, brazenly propagated divisive slander aimed at undermining this unity to the benefit of the Japanese aggressors—a behavior truly reminiscent of Chen Shubao, devoid of any moral scruples. It is widely recognized that those who have been sabotaging the war effort and fracturing the anti-Japanese front are none other than the pro-Japanese faction led by He Yingqin. Just as Yue Fei could not but meet his demise so long as Qin Hui remained in power, similarly, the presence of He Yingqin within the anti-Japanese front inevitably led to the dissolution of the brave New Fourth Army. Should He Yingqin continue to hold key positions, he will undoubtedly continue to undermine both the overall war situation and the anti-Japanese front. We therefore earnestly hope that the Nationalist government will stand firmly on the side of the War of Resistance, remove He Yingqin from his post, and swiftly resolve the issue concerning the New Fourth Army, thereby fostering greater unity in the struggle against Japan.
