(1) As stated in the Central Committee of our Party’s declaration on the Pacific War, the war of resistance against Japan waged by Britain, the United States, and the countries of the Pacific is a just war of liberation, and the victory of Britain and the United States over Japan is a victory of democracy and freedom. Therefore, the central task of the people of our entire nation, all overseas compatriots, and the various nationalities of the South Seas in the war of resistance against Japan is to establish and develop a broad united front of all nationalities in the Pacific against Japan and fascism. The components of this united front should include the governments, parties, and people of all strata of every nation opposing Japanese aggression, as well as the anti-war people within Japan and the people of Japan’s colonies—Korea, Taiwan, and Vietnam. This united front should be both upper-level and lower-level, an alliance of governments and simultaneously of the masses. An anti-Japanese military alliance between China, Britain, the United States, and other Pacific nations should be realized; close cooperation between the governments of the suzerain states and the indigenous nationalities should be established; at the same time, the political and economic status of the indigenous nationalities should be improved, their masses organized, their initiative heightened, and guerrilla warfare developed in all Japanese-occupied areas. Without these, victory over the Japanese bandits is impossible.

(2) The united front of the Chinese people and the Chinese Communist Party with Britain and the United States is of particularly great significance. On the one hand, in cooperation with Britain and the United States, the elimination of the Japanese bandits is a necessary prerequisite for China’s national liberation; on the other hand, internal unity and solidarity within China, the reform of politics and the military, the active pinning down and striking of the enemy, and the active preparation for a strategic counter-offensive are also important conditions for Britain and the United States to defeat the Japanese bandits. To this end, the Chinese Communist Party should engage in sincere and frank full cooperation with British and American personages on various occasions, so as to increase the strength of the British and American war of resistance and improve the state of China’s war of resistance.

(3) It is necessary to greatly develop the work among overseas Chinese in the South Seas and in British and American territories. The policy for overseas Chinese work should be to unite all overseas Chinese, to unite their various strata and parties, to jointly carry out the anti-Japanese struggle, to propagate and support the united resistance of the motherland, and to endorse and participate in all anti-Japanese measures and actions of the local governments. Left-leaning tendencies among overseas compatriots and some Communist Party members should be corrected, and they should be required to cooperate with the local Chinese embassies, consulates, and Kuomintang branches. However, acts by pro-Japanese and pro-German elements that split the unity of overseas compatriots and hinder anti-Japanese work must be resolutely but appropriately opposed.

(4) It is necessary to strive to develop anti-Japanese guerrilla warfare in the enemy-occupied areas of South China, Hainan Island, Vietnam, and all areas occupied by Japan in the South Seas, and to coordinate as much as possible with the military operations of various friendly anti-Japanese forces and friendly anti-Japanese nations such as Britain and the United States, and to obtain their support in all aspects. The various policies implemented by the guerrilla forces should conform to the requirements of the anti-Japanese united front, and attention should be paid to preventing and correcting various left-leaning tendencies.

(5) In work in various parts of the South Seas, contact should be made with the Communist Parties of the local nationalities, and assistance should be given to them in correcting existing left-leaning tendencies and broadly developing united front work.
