As the Chinese Communist Party has repeatedly pointed out, the task of all humanity today is to unite against fascism, while the task of the Chinese people is to unite in resisting Japan’s aggression. Both these forms of unity urgently need to be strengthened. From a global perspective, we believe that Britain and the United States should, by every possible means, supply the Soviet Union with more aircraft and tanks, provide China with greater financial aid and weapons, and lend even stronger support to the uprisings of peoples under German and Italian oppression. The United States should declare war on Germany without hesitation; this is a step that cannot and must not be avoided. The longer it is delayed, the more American ships will be sunk by German bombers. At the same time, the United States must not fall for Japan’s schemes or enter into any compromise with it. Instead, it should join China and Britain in imposing sanctions on Japanese fascism through force. Clearly, our hopes align with those of the majority of the British and American peoples. Regrettably, however, there remain certain elements within the governments and legislatures of these two countries who fail to grasp the larger principles at stake, thereby obstructing the realization of the people’s will. Therefore, the peoples of Britain and the United States must now strive to overcome these obstacles of the times and advance the global anti-fascist struggle to a higher stage.

The situation in China likewise stands at a critical juncture for further progress. Although Japanese fascism is simultaneously preparing for southward and northward expansion, whichever reckless path it chooses, its ultimate aim remains to march westward and destroy China. Following its defeats in the Jin-Chahar-Hebei Border Region, as well as at Changsha and Zhengzhou, Japan is now gearing up for a new offensive against China. All our people and all our troops must defend every anti-Japanese stronghold and crush the enemy’s plans for attack. The entire nation must unite more closely than ever, rally behind the National Government in its determination to carry the war of resistance to the bitter end, and prepare thoroughly for a counteroffensive so as to expel the Japanese aggressors from China at the earliest opportunity. We Communists have consistently called for the strengthening of unity. On the eve of this new enemy offensive, improving mutual relations within the united front of the resistance has become all the more urgent. We hope that the Kuomintang authorities will act swiftly and decisively, taking whatever measures are necessary to achieve this goal. We are confident that, with genuine national unity, Japan’s attack can be halted, preparations for a counteroffensive can be completed, and the objective of driving out the enemy can be realized.
