Telegram to Liao Chengzhi[1]

(May 14, 1941)

(1) The Japanese bandits are preparing a large-scale offensive, and our army is determined to cooperate with the Kuomintang in fighting the war. (2) With regard to Americans such as Luce[2], we may increase contact with them, expressing that our Party is resolute in resisting Japan to the very end, that after the fall of Wuhan it has been our Party that has mainly fought the war of resistance, and that the Kuomintang has fought very little. Our Party’s internal demand is only one: democracy. In foreign relations, we advocate maintaining ties with Britain and the United States.
