Reply to Zhou Enlai’s Telegram[1]

(May 8, 1941)

(1) Regarding the enemy forces’ offensive, it is necessary to stress the call for “the people of the whole nation to unite and oppose the Japanese imperialist offensive.” (2) Regarding the Guomindang’s request for us to coordinate in combat, we must inform them that this is of course so and presents no problem. (3) Matters we request: (a) speedily resolve the New Fourth Army issue; (b) speedily issue pay and ammunition; (c) halt anti-communism; (d) dispatch a plane to send Zhou back to Yan’an for meetings.
