Telegram to Peng Xuefeng and Others[1]

After Chen Ruiting’s regiment stages an uprising, its designation should not be changed to that of the Eighth Route Army or the New Fourth Army. It may be called the Independent Brigade of the 92nd Army, with Chen serving as brigade commander, preserving the form of a peripheral force, and placed under the command of Peng Xuefeng.
