Letter to Ren Bishi

Comrade Bishi, and to be forwarded to the Border Region Central Bureau:
Two copies of the final revised draft of the Administrative Program are enclosed. Please publish it in the Border Region journals and print many copies for wide distribution within and beyond the Border Region. Cadres at the level of Party branch secretary and above, squad leader and above, and township chairman and above must each be given a personal copy. In the mass newspapers, it must be explained article by article in plain language; those with limited literacy should study it as a literacy textbook until they can recite it. It should also be posted on thoroughfares.
Simultaneously with the release of this program, the Border Region Bureau must issue a notice, which should likewise be published in the newspapers, posted on thoroughfares, and distributed so that every cadre has a personal copy.

[1] On April 27, 1941, Mao Zedong attended a meeting of the Political Bureau of the CPC Central Committee. The meeting reviewed the administrative program drafted by the Central Bureau of the Shaanxi-Gansu-Ningxia Border Region for proposal during the election campaign of the Second Senate, and decided to adopt it with Mao Zedong's revisions and release it on May Day. This is a letter dated April 28, 1941, from Mao Zedong to Ren Bishi, to be forwarded to the Border Region Central Bureau, concerning the revision and publication of the Shaanxi-Gansu-Ningxia Border Region Administrative Program. On May 1, the "Shaanxi-Gansu-Ningxia Border Region Administrative Program" (proposed by the CPC Shaanxi-Gansu-Ningxia Central Bureau and approved by the Political Bureau of the CPC Central Committee) was formally published in the *New China News*.

(1) Please set out on July 1 or 2.
(2) Apply pressure, revise the plan, correct errors, and report upward
so that the Central Committee may approve. Whether this is appropriate, please reply by telegram.
(3) Expand political work and strengthen the Party's control over the army.
(4) Please consider whether, after Kawakami and Nakafuichi arrive,
the two of them should be sent there once, so that they may understand the situation
and carry out preliminary handling.
(5) Whether it is possible to simultaneously send some comrades to
Yunnan, or to send them in August. Please consider.
(6) Please read it this evening and reply before July 1.
