Speech at a Meeting of the Political Bureau of the Central Committee of the Communist Party of China[1]

(April 16, 1941)

After the conclusion of the Soviet-Japanese treaty, both the Soviet Union and Japan have gained freedom, but the China question remains unresolved. Chiang Kai-shek currently faces three major difficulties, namely financial issues, diplomatic issues, and the problem of the middle faction. The middle faction is not enthusiastic about either capitulation or anti-communism, and the financial difficulties are even greater. For the time being, there will be no new anti-communist upsurge, and it seems that Chiang Kai-shek’s attack on the Shaanxi-Gansu-Ningxia Border Region will not come immediately, but we must be prepared.
