Telegram to Zhou Enlai[1]

(April 8, 1941)

There is information that Chiang has dispatched two divisions to make a detour through western Suiyuan and enter Yulin to exert pressure on us. One of these divisions, the newly organized 34th Division under Ma Zhichao, has already arrived in Ningxia. Chiang has appointed Chen Changjie as commander-in-chief of "bandit suppression" for the Shanxi-Shaanxi-Suiyuan border region, and within the next few days he will lead his directly subordinate units through Shaanxi, Gansu, and Ningxia, apparently heading for Yulin. Chiang's objective is to seize Yanchi and exert pressure on Suide. Please lodge a serious protest with Chiang.
