Regarding preparations for mobile forces, it is necessary to be able to adapt to both situations—moving and not moving. Under no circumstances should one wholeheartedly prepare only for moving, thereby relaxing the determination and attention to persist in the base areas and expending too many funds. Therefore, it is appropriate to focus on the two matters of preparing troops and ready cash. Other items such as boats, grain, fodder, etc., should not receive special increases in funding. Any items requiring special increases in funding must be handled with delay.
