On the matter of the Kuomintang joining the Anglo-American bloc or concluding a Sino-Burmese agreement, there is no need to emphasize opposition. We must distinguish between propaganda and policy. We do not abandon propaganda against the imperialist war, but we should not oppose Anglo-American aid to China and Sino-Burmese joint defense; we may express a laissez-faire attitude, because this matter can make it difficult for Chiang Kai-shek to capitulate and difficult for him to oppose the Communist Party. We must exploit to the fullest the contradictions between the two imperialist factions.
