Reply to Zhou Enlai’s Telegram[1]

(February 28, 1941)

(1) We may join the representative committee of the various parties and groups, with one representative from each party or group. (2) Our Party appoints Enlai as its representative to participate in the committee. (3) The committee’s tasks shall be to discuss relations among the various parties and groups (of course, first and foremost the current tense relations between the Guomindang and the Communist Party) and major state affairs. (4) The committee is not subordinate to the People’s Political Council. (5) Our Party shall participate in the committee, but before the Twelve Articles are satisfactorily resolved, we resolutely will not attend the People’s Political Council.
