Estimation on Chiang Kai-shek's Anti-Communist Situation
A Report to Zhou Enlai
(February 26, 1941)

Chiang Kai-shek, apart from acting violently against our secret Party and offices, has absolutely no other options. In northern Jiangsu, Han Deqin is finished, and Wang Maogong, Leng Xin, and others can never go there. After we struck Li Changjiang, we have made progress. In western Anhui, our advance regiment has already reached Tongcheng and Qianshan. In the Dabie Mountains area, Li Xiannian is advancing toward eastern Hubei, and the Guangxi clique is already overwhelmed. In northern Huai, Li Xianzhou can never penetrate deeply. In southern Anhui, we are sending Zeng Xisheng across the river to gather forces and then establish a base area around Wuhu. A part of Xiang Ying’s forces is active in Xiaofeng, Zhejiang. In March or April, Germany will inevitably attack Britain, and Britain will surely be shattered. At that time, Chiang Kai-shek will be thrown into great panic. Thus, the domestic and international situation is increasingly favorable to us. Chiang Kai-shek’s anti-communist stance is certain, but a large-scale offensive is impossible. The time when Chiang Kai-shek will be in a flurry is fast approaching.
