The Central Committee has decided that, before Chiang Kai-shek satisfactorily resolves the New Fourth Army issue, our Eighth Route Army shall cease submitting any reports to him (combat reports shall also cease) and shall not request funds from him. His incoming correspondence may be accepted by the office as a matter of routine, but shall not be replied to.
