The Shandong local Party has independently created an army that is relatively combat-effective and moving toward regularization; it will become the main force in persisting in the War of Resistance in Shandong. We must strive to expand the Shandong Column, intensify training and consolidation efforts so as to achieve rapid regularization, use the army to cover and coordinate with the local Party, and extensively organize local armed forces in order to pin down the enemy and gradually replenish the main force, thereby freeing the main force from regional constraints so that it can handle larger-scale battles. At the same time, it is necessary to establish a regular supply system, strengthen the work of political organs, enhance the role of Party branches and Party members, properly educate intellectual cadres, and draw more on the experience of the main force units.
