(1) The “Qi Telegram” does require a rebuttal, but we should postpone it until January or November of next year. (3) The text of the “Qi Telegram” is riddled with errors. In the meantime, please have it retransmitted once more via the war report channel, and at the same time inform Liu Weizhang to send it as an official dispatch, since the telegraph office has been causing trouble; if they transmit it themselves, the errors may be fewer.
