To Comrade Dong Biwu and Others[1]

(November 29, 1940)

Elder Dong, and for the information of Enlai, Hufu, Xiang Ying, Dehuai, and Kenong:

The "Jia Telegram" has had a very good impact in all respects. We should take this opportunity to disseminate the "Jia Telegram" even more widely. Commander-in-Chief Zhu sent a telegram to Hu Zongnan on the 20th, and Hu replied on the 27th with a rather good attitude. We are sending Nan Hanchen to meet with Hu Zongnan in the coming days to carry out extensive explanatory work. The tension in Hu's forces and in Xi'an may be greatly defused, and an attack on the Border Region may be averted. However, our military preparations in all areas must still not slacken. The more prepared we are, the less Jiang will dare to attack, and the same applies to all our offices. Otherwise, there will still be danger.

Mao Zedong

The 29th
