Telegram to Peng Dehuai[1]

At present, the centre of gravity of the struggle should be shifted to the Huai River valley. Chiang Kai-shek is attempting to sever the ties between the Eighth Route Army and the New Fourth Army. I therefore propose moving the 344th Brigade to the area between the Longhai Railway and the Huai River to assist Peng Xuefeng in establishing an anti-Japanese base area and to act in coordination with Liu Shaoqi’s forces.
