Telegram to Liu Shaoqi and Others[1]

At present, efforts are being made through Chongqing to ease the attacks by Tang and Li.[2] The "Jia Telegram" jointly signed by Zhu, Peng, Ye, and Xiang and addressed to He and Bai has already been dispatched. Zhou and Ye are currently in negotiations, striving to exercise utmost patience and forbearance. Should they ultimately resolve to attack, leaving no room whatsoever for a change of course, only then may we proceed to strike Han. Therefore, for the time being, we can only make preparations to strike Han and must not act immediately. When it becomes imperative to take action, we shall issue the order accordingly.
