While Chiang Kai-shek is moving troops and deploying generals in preparation for an attack on the New Fourth Army, he still fears that the turmoil may grow beyond control. You should spread word in various quarters, to the effect that in central China a force of 300,000 troops (29 divisions) is preparing to attack the New Fourth Army, and that we hope such movements can be halted to prevent the outbreak of civil war, which would result in both sides suffering losses and the enemy reaping the benefits. However, if they insist on attacking the New Fourth Army, then the New Fourth Army will have no choice but to defend itself, and the Eighth Route Army cannot sit idly by without coming to the rescue. Should the turmoil then escalate, the other side must bear the responsibility. If such word is spread appropriately, it may halt or delay their offensive.
