Judging from Political Intelligence No. 24 issued by the Kuomintang Central Committee on the 7th, there is ample evidence that the other side has as yet no determination to capitulate or to carry out an all-out "suppression of the Communists." If our activities against capitulation and civil war are powerful, there is still a possibility of preventing capitulation and civil war.
