Telegram to Li Kenong and Others on Opposing Chiang Kai-shek’s Capitulation[1]

(November 3, 1940)

Opposing Chiang Kai-shek’s direct capitulation is the central task of the whole nation at present. Step up propaganda against capitulation, quickly mobilize all quarters to give public opinion, and call for a halt to the civil war; intensify united front work, and in particular explain to the Guangdong and Guangxi armies that opposing the Communist Party and capitulation are one and the same thing, and tell them not to be taken in by Chiang Kai-shek; promptly inform all quarters to prepare to deal with a dark situation on a nationwide scale, and the whole Party should retreat in a complete and orderly manner; the same should be done in the southeastern region.
