Telegram to Liu Shaoqi[1]

(October 20, 1940)

It is imperative to retain Xinghua and Han Deqin so that there is material to work with; otherwise our Chongqing office will be in danger of being attacked. Our army should halt east of Dazouzhuang, north of Sheyang, and south of the Bengbu River, and conduct negotiations.

[1] This is the main content of the telegram sent by Mao Zedong, Zhu De, and Wang Jiaxiang to Liu Shaoqi concerning the issue of reducing the danger of our Chongqing office being attacked.
