Telegram to the Northern Bureau and Others[1]

Based on the land policy in southern Hebei as described in Peng Zhen’s telegram of September 15, we consider it to be excessively leftist and in violation of the principles of the Anti-Japanese United Front, and it has already caused serious consequences. As to whether there are excessively leftist errors in the land policies of southeastern Shanxi and Shandong, we request the Northern Bureau, the Shandong Sub-Bureau, and the 115th Division to conduct inspections and report to us.
