Regarding the Deployment to Counter the Attack by the Jiang-Gui Forces: A Telegram to Ye Ting and Others (September 22, 1940)

(1) Five divisions of the Guangxi forces, three divisions under Li Xianzhou, and three divisions under Zhou Yan have already been concentrated in the western Anhui region. One division of the Guangxi forces has crossed to the east of the Huainan Railway. In recent days, nine divisions under Tang Enbo have been moving from Hubei to Henan and have now assembled in Nanyang, preparing to advance eastward shortly. It is estimated that all these forces will arrive at their attack launch points along the New Yellow River and the Huainan Railway area, and the interval before they commence their assault on our forces under Peng Xuefeng and Zhang Yunyi will be around the middle of next month. By that time, apart from ordering Peng Xuefeng and Zhang Yunyi to temporarily sustain guerrilla warfare in the two outlying areas of eastern Anhui and northern Huai, our main force in northern Jiangsu must immediately take action to deal with Han Deqin.
