The units under Chen Yi and Huang Kecheng should develop extensive guerrilla warfare in the area east of the canal in northern Jiangsu. They should not only expand the main forces but also establish countless small guerrilla units and set up new political power. Only in this way can Han Deqin be crushed. At the same time, extensive liaison work should be carried out among the middle and lower ranks of Han Deqin’s troops, as well as among the various diehard forces and local personages in northern Jiangsu, so as to win over allies and isolate Han Deqin.
