Speech at a Meeting of the Political Bureau of the Central Committee of the Communist Party of China[1]

(August 18, 1940)

In the Suide-Mizhi area, we must launch spring plowing and autumn harvesting campaigns among the masses so that the people may gain benefits. In the future, when collecting taxes, we must not increase them too much, and the public grain levy in the Shaanxi-Gansu-Ningxia Border Region must not exceed one hundred thousand dan.

[1] This is part of a speech made by Mao Zedong after hearing a report by Li Fuchun, head of the Central Finance and Economics Department, on the financial and economic issues of the Central Committee and the Shaanxi-Gansu-Ningxia Border Region at a meeting of the Political Bureau of the Central Committee of the Communist Party of China.
