Order on Establishing Senior Cadre Classes and Upper-Level Cadre Classes for Army Cadres[1]

To meet the needs of the future development of the Eighth Route Army and the New Fourth Army, it is necessary to train senior and upper-level cadres. Moreover, it is now possible for various units to detach a small number of personnel for training. Therefore, it is decided to establish a senior cadre class at the Yan’an Military and Political Academy, with the aim of training cadres at the regimental level and above; and to establish an upper-level cadre class at the Eighth Route Army Headquarters, with the aim of training cadres at the battalion level and above.
