You should not raise the slogan of opposing Li Pinxian, nor should you raise the slogan of opposing the Guangxi Army. Toward offensives by the Guangxi Army, you should adopt an attitude of exhortation and winning over. Do not lightly engage the Guangxi Army in combat unless at an absolutely necessary time and in a position where victory is assured. At present, the central task is to clear out local anti-communist armed forces east of the Huainan Railway, broadly mobilize the masses, establish anti-Japanese democratic governments in the name of county anti-Japanese joint defense offices, and unite broad elements of the petty bourgeoisie and enlightened gentry to join these governments. Under no circumstances should our Party monopolize them. Do not initiate guerrilla warfare in the area west of the Huainan Railway.
