After your meeting with Wei Lihuang, please come to Yan'an via Xi'an. The focus of your discussion with Wei Lihuang should be on emphasizing unity and resistance against Japan, easing the anti-communist atmosphere among a section of the diehards in the Central Army, and declaring to them that so long as the Central Army does not attack the Eighth Route Army, the Eighth Route Army will absolutely not attack the Central Army, and will absolutely not cross south of the line of Fenli, Lintun,[2] and the Zhang River, and demanding that they likewise not cross north of this line.
