Reply to Zhu De and Peng Dehuai’s Telegram[1]

(April 12, 1940)

We agree that Wei Lihuang shall appoint the county magistrates for Wu’an and Shexian, and we shall make another concession in self-defense. However, we must resolutely refuse the entry of Pang Bingxun’s troops into these two counties. At present, we should strive for harmony and unity between the Eighth Route Army and the Central Army. Can Commander-in-Chief Zhu meet with Wei Lihuang?[2]
