Telegram to Zhu De, Peng Dehuai, and Others
(April 1, 1940)
The anti-communist hardliners among the Nationalist forces in Central China have launched an offensive against the New Fourth Army, creating an extremely grave situation. The Eighth Route Army bears the responsibility to swiftly reinforce the New Fourth Army. Please, Zhu De and Peng Dehuai, consider dispatching a main regiment from the units of the 115th Division stationed in Shandong immediately southward to provide assistance; moreover, the 344th Brigade should complete its reorganization within ten days and set out without delay.
