Director Xiao:

(1) Print 500 mimeographed copies of this document[1] immediately. (2) After printing, mail one copy to Commander Li of the 90th Army in Pu County, Shanxi; send three copies separately to the division commanders of the 61st Division, 53rd Division, and 109th Division of the 90th Army for delivery via inquiry in Pu County, Shanxi; send one copy to the Kuomintang County Party Headquarters in Yan’an; send 50 copies to Fu County with instructions to[2] distribute them to merchants traveling toward Luochuan and merchants in Fu County; send 200 copies to the river defense units along the two stretches of the Yan River with instructions to distribute them to merchants, peasants, the Jin Army, and the Central Army in the vicinity of Daning in Ji County and Yonghe; send 20 copies to Wang Yingying[3] in Qiulin with instructions for distribution; deliver one copy to the New China Daily for publication and broadcast; hand one copy to me; and send all remaining copies to Wang Zhen for distribution in the garrison zone and sub-zones to the Shilou and Zhongyang areas. Expedite this matter as important!
