Telegram to He Long, Guan Xiangying, and Others[1]

After the cessation of the struggle between the old and new armies, the New Army, the new political power, and the Sacrifice League should maintain a certain degree of obedience to Yan’s orders and a certain degree of independence and autonomy. Our Party’s work in the New Army, the new political power, and the Sacrifice League should not be conducted too hastily, nor should everything be made identical to the Eighth Route Army. We must not set excessively high demands on the Party members within them from the very beginning; rather, we should gradually guide them toward the direction of becoming steadfast Party members.
