Directive on Work in Shanghai[1]

In the work in Shanghai, urban work is relatively good, but rural work has made excessive concessions to the Guomindang and has not actively established political power and armed forces. The comrades working in the Southeast Bureau lack the determination to develop political power and armed forces on a large scale. Now they should adopt the North China line and develop on a large scale.
