The New Army units absolutely must not be incorporated into the Eighth Route Army, and attention should be paid to consolidating the unity of the New Army cadres.
The six-point administrative program for northwestern Shanxi fails to mention the resolute implementation of Yan Xishan’s Ten Programs,
which is a major shortcoming.
