To He Long and Guan Xiangying

(February 23, 1940)

The language in He Long’s telegram to Yan Xishan was too harsh; we have already revised it. In the future, when drafting external communications, please pay attention to using more moderate wording. Your plan to dispatch two regiments to move southward is currently inappropriate; presumably it has already been halted. If it has not yet been halted, please immediately find a way to stop it and pull them back. However, guerrilla warfare in western Shanxi should still be actively developed.
