On the Attitude and Slogans Toward Yan Xishan

Telegram to Zhu De and Peng Dehuai

(February 14, 1940)

Zhu and Peng:

(A) We have received your telegram of the 8th. Your determination and deployment are very correct, and we hope you will resolutely carry them out. (B) In carrying them out, we still adopt a posture of self-defense. (C) Put forward such slogans as "We will not attack unless we are attacked; if we are attacked, we will certainly counterattack," "Turn your guns outward and eliminate friction," "Those who attack the Eighth Route Army are traitors," "Down with the traitors who attack from behind the Eighth Route Army's lines," "The Central Army and the Eighth Route Army unite and face the enemy together," "The old and new armies in Shanxi unite, stop internal strife, and face the enemy together," "Support Chairman Jiang, Commander Yan, and Commander Wei in resisting Japan to the end," and add the five basic slogans from the Central Committee's telegram of yesterday (these five basic slogans should be disseminated everywhere). (D) Telegraph to Jiang and Wei the incidents in which such traitorous slogans as "Down with the Eighth Route Army" are discovered.
