Comrade Shiying:

The views expressed in your telegram are quite correct. We are doing our utmost to mediate the conflict between the New Army and the Old Army in Shanxi. It is expected that the New Army will agree. However, the Old Army must cease its attacks, and Yan Xishan must offer reassurance to the New Army. Otherwise, the conflict will not end, which will hinder unity and resistance against Japan. Please convey this intention to Yan Xishan.
