After the defeat of the old faction in northwestern Shanxi, it is possible that they may again redeploy troops to counterattack northwestern Shanxi, or the Japanese invaders may attack northwestern Shanxi, while the old army raids the rear areas. At the same time, Yan will inevitably collude even more closely with the central authorities in an attempt to seize southeastern Shanxi. Therefore, in northwestern Shanxi, we must adopt assault methods, seize the current favorable opportunity, and carry out all work. Everything must be done quickly; delay will mean losing the opportunity. The general organ of the new political power in northwestern Shanxi should be established immediately—the sooner, the better. The various policies of the new political power in northwestern Shanxi should emulate those of the Shanxi-Chahar-Hebei Border Area.
